You are cordially invited to attend our next Eastern Carolina InfraGard meeting on Wednesday February 20th at Cisco from 1-4pm.

We will have two presentations regarding child abduction and protection.

Presentation Summary:

On September 11, 2016, 6 year old Stefanny Lopez-Castro was kidnapped from in front of her home by an unknown male. Over the course of approximately the next 18 hours, the New Hanover County Sheriff’s Office, the Carolina Beach Police Department, the Wilmington Police Department, other law enforcement agencies, Search and Rescue Teams from area Fire and Rescue agencies, the FBI, the FBI’s Child Abduction Rapid Deployment (CARD) Team worked non-stop to locate Stefanny. Utilizing numerous techniques, Stefanny was found alive chained to a tree. The abductor, Douglas Edwards, a previously convicted sex offender, was identified and arrested. Edwards was ultimately convicted of numerous charges and is currently serving an extended prison sentence. FBI Special Agent (SA) Michael Sutton will provide an overview of the investigation and how the FBI’s Child Abduction Rapid Deployment (CARD) Team can play a critical role in the successful resolution of child abductions.

Presenters Biographies:

Special Agent Sutton has over thirty years of experience in emergency services, certified as a paramedic, firefighter, 911 telecommunicator and law enforcement officer. Within those disciplines, SA Sutton has served as a provider, educator, supervisor and as a county department head. SA Sutton has received thousands of hours of education related to emergency services profession and has received numerous awards during his service. SA Sutton is currently assigned to the FBI’s Cellular Analysis Survey Team (CAST) and provides assistance to federal, state, local and international law enforcement agencies on matters related to historical cellular telephone record analysis and the active geolocation of cellular and other devices. SA Sutton has served at FBI headquarters as a Supervisory Special Agent, where he supervised other members of the CAST Unit and served as the program manager for CAST training and research and development. Since approximately 2005, SA Sutton has utilized historical and prospective cell site and record analysis in a variety of investigations including rescuing abducted children and adults, apprehending violent fugitives, locating evidence, corroborating and refuting statements, eliminating suspects and identifying witnesses and co-conspirators. Immediately prior to his assignment to CAST, SA Sutton served as the Coordinator for the North Carolina Cyber Crimes Task Force, a multi-agency task force responsible for investigating computer intrusions involving national security and criminal matters, internet crimes against children, and other computer related offenses. SA Sutton has been assigned to counter-terrorism, violent crime and white collar crime investigations and has collateral duties with the FBI Charlotte Division’s Special Weapons and Tactics (SWAT) Team as an Advanced Capability Paramedic, and as a member of the FBI’s Child Abduction Rapid Deployment Team.

Christopher Chappell is a Task Force Agent with the Federal Bureau of Investigation (FBI). He received deputation as a Special Deputy United States Marshal in 2005 for participation in the FBI’s North Carolina Crimes Against Children Task Force and has been investigating computer intrusion matters, intellectual property rights violations, Internet frauds, and online child sexual exploitation matters in this capacity since April 2005.


He has over 23 years of law enforcement experience and is employed as a police detective assigned to the Major Crimes Unit of the Organized Crime Division of the Durham Police Department (DPD). He was awarded an Advanced Law Enforcement Certificate by the North Carolina Criminal Justice Education and Training Standards Commission in May 2007 and has received over 3,500 hours of law enforcement training including, inter alia over 1,500 hours specifically in the areas of the investigation of computer-related and computer-facilitated crimes, as well as computer and digital media forensic analysis. He is a Seized Computer Evidence Recovery Specialist (SCERS), having completed that training at the Federal Law Enforcement Training Center in July 2007.


He has provided instruction to police and civilian network security personnel, both domestically and internationally, in the areas of network computer intrusions, malware and forensic analysis of digital media. He has provided training in online child sexual exploitation investigation to military and police investigators on five continents. He has previously testified as an expert witness in the areas of computer forensics and online child sexual exploitation matters in North Carolina Superior Court as well as various Federal District Courts over twenty times.
